They look for people with some sort of previous law enforcement or military experience. DSS agents are Federal Special Agents, so they will not usually take someone right out of college. Your best bet is talk to the DSS directly. The intership route isn't bad, even if your internship is with another federal law enforcement agency. NCIS has internships in Washington D.C., you could intern with them, get introduced in the DSS, and that will better your chances of getting in.
