Why on earth does the wwe still have the extreme rules ppv if they've turned pg, banned chair shots and blood?

come on! this ppv is gonna be a shambles just like it was last year, orton vs swagger will be far from an extreme rules match, and hhh vs sheamus will be far from a proper street fight, i'm not looking forward to this ppv, your thoughts?
